Activités de la haute direction de la MINUSMA

 

Ce 7 octobre, le Général El Hadji Daouda NIANG, inspecteur général de l'armée sénégalaise, a été reçu par le Chef de la MINUSMA, le Représentant spécial du Secrétaire général de l’ONU au Mali (RSSG), El-Ghassim WANE. Cette rencontre a eu lieu dans le cadre de sa visite au contingent sénégalais de la MINUSMA, déployé notamment à Ogossagou au Centre du Mali mais aussi au Nord, à Gao et à Ménaka. Le RSSG WANE a salué le niveau d'engagement et de professionnalisme du Sénégal au sein de la MINUSMA, tout en notant l'excellent travail accompli par le général commandant la Force par intérim, le Général Paul NDIAYE. M. WANE a également donné à son interlocuteur, un aperçu de la situation au Mali et de la proposition du Secrétaire général d'augmenter les effectifs de la MINUSMA. Pour sa part, le Général NIANG a réitéré l'attachement de son pays à la paix et à la sécurité en Afrique ainsi qu'à la MINUSMA.

 

On 5 October, the 45th session of the Comité de suivi de l’Accord (CSA) took place in Bamako to assess progress on the implementation of the peace agreement. The newly appointed CSA President, the Algerian Special Envoy for Africa and the Sahel Ambassador Boudjemaa Delmi, chaired the meeting. The International Mediation had met ahead of the CSA, on 4 October, to exchange on ways to reinvigorate the implementation of the PA. The head of the Government delegation at the CSA, Reconciliation Minister Major-Colonel Ismael Wague, announced that the Government is finalising its offer for the upcoming reintegration of 13,000 ex-combatants and that a decision-making meeting will take place within two weeks to endorse it. The Minister further announced the launch of 16 projects selected in the framework of the Sustainable Development Fund next week. The International Mediation insisted on the importance of completing the next phase of A-DDR, to reach the threshold of 3,000 integrated ex-combatants. The SRSG reiterated the readiness of MINUSMA to assist in the finalisation of the A-DDR process and called on all parties to contribute to achieving this objective.

 

SRSG Wane monthly consultations with national civil society umbrella organizations

On 4 October, during MINUSMA’s monthly exchange and consultation meeting with representatives of civil society organizations, SRSG Wane acknowledged that, since the last meeting, the socio-security situation, including school closure in the north and central regions of remain major concerns. He recalled the Mission’s engagement with all the parties to push forward the implementation of the Peace Accord, notably the accelerated DDR process, political and institutional reforms, and the socio-economic development of the northern regions. Regarding the political transition process, SRSG Wane reiterated that MINUSMA is in contact with all key players, including the Malian authorities and political actors, to ensure that, in the absence of a consensus that risks derailing the transition process, possibilities of rapprochement were explored on key issues such as the electoral timeframe and the setting up of the single Electoral Management Body (EMB).

 

On 30 September, SRSG Wane met with the Swedish Chief of Joint Operations, Lt. Gen. Michael Claesson, which gave the SRSG the opportunity to praise the work done by outgoing Force Commander (FC), Lt. Gen. Dennis Gyllensporre, as well as Sweden’s contribution to MINUSMA since early 2015. The SRSG provided an overview of the security and political situation in Mali, while stressing the importance to continue efforts to make MINUSMA more flexible and adaptable, particularly in the Centre. Lt. Gen. Claesson emphasised that Sweden, which is currently involved in MINUSMA, EUTM and Takuba, remains committed to the security of the Sahel.

Training of Sio civil society on their roles and responsibilities on municipal governance (Mopti region)

From 5 to 6 October, CAD participated in Sio commune, 10 km east Mopti town (cercle and region of Mopti) in the launch of a two-day Quick Impact Project (QIP) on the training of civil society organizations (CSO) of 20 communes of the cercle on their roles and responsibilities on municipal governance. The activity brought together 25 participants including nine women, representatives of basic social services sectors, and youth and women leaders from the commune. Participants exchanged on several topics, including, the stages of the development of the Social, Economic and Cultural Development Plan (PDSEC), and difficulties related to insufficient healthcare and education services in Sio.

At the end of the workshop, the participants recommended, inter alia, (i) replicating similar capacity-building activities to empower CSO members in fulfilling their duties and to dissociate their roles from those of elected officers; (ii) sensitizing the population on the importance of obtaining civil register documents and complying with legal tariffs; and (iii) supporting the reparation of non-functioning water points in the municipality.

 

On 5 October, MINUSMA Menaka, the Equipe régionale d’appui à la réconcilliation (ERAR), and the Comité régional de réconcilliation (CCR), launched a facilitation/mediation process to help address tensions between women’s associations regarding the upcoming elections for the bureau of the local branch of the Coordination des associations féminines et ONGs (CAFO). Comment: The CAFO, the leading civil society organisation umbrella group representing women in Mali, is regularly affected by internal rifts. MINUSMA often engages in good offices to resolve these tensions. 

 

Launch of a Quick Impact Project for the rehabilitation of the town hall of Fakala (Mopti region)

On 1 October, CAD was part of a MINUSMA joint mission to Sofara, chef lieu of Fakala commune (Djenné cercle, Mopti region), that participated in the launching ceremony of a three-month Quick Impact Project (QIP) for the construction of the conference room of the town hall of Fakala. The ceremony took place in the presence of about fifty participants, including 18 women, the sub-prefect of Sofara, the mayor of Fakala, the village chief of Sofara, women and youth representatives, and religious and customary leaders.

 

SSR-DDR

 

On 29 September, in Timbuktu, the SSR-DDR team conducted a field mission to Atta village (53 km S-W of Goundam town). The aim of the visit was to engage with the communities who requested recently to implement community violence reduction (CVR) projects in the area. The team seized the opportunity to explain its mandate and the rationale of CVR projects, which is to reduce or prevent violence before, during and after the cantonment-DDR process.

 

On 30 September, in Timbuktu, the SSR-DDR Team jointly with other sections conducted a field mission to Niafunke town. During meetings with the authorities, community and armed movement leaders, women and youth associations, the team discussed SSR-DDR-related issues. Local interlocutors expressed their satisfaction with positive changes brought by the CVR project implemented in the area in 2017.

La population de Ménaka est informée sur la justice

 

Entre le 28 août et le 26 septembre, les radios communautaires de la région de Ménaka ont réalisé et diffusé six émissions sur la justice dont des reportages, entretiens et tables rondes qui ont permis notamment de transmettre à la population des messages sur l’importance de la justice dans un état de droit et d’échanger sur un retour de la justice à Ménaka et la complémentarité entre la justice étatique et traditionnelle. Les émissions ont été réalisées dans le cadre d’un concours radio lancé à l’issue de la formation organisée du 24 au 28 août pour renforcer les capacités des animateurs radio à communiquer sur la justice (ref. rapport hebdomadaire 20-26 août 2021). La SAJP a soutenu par un projet à impact rapide cette initiative lancée par l’ONG Cabinet de Recherche Actions pour le Développement Endogène (CRADE) en collaboration avec la Coordination des radios de la région de Ménaka.

 

Le concours radio a permis d’impliquer les media, la société civile et des juristes dans le processus visant à accélérer le retour de la justice (étatique) dans la région et soutenir l’émergence d’un système judiciaire efficace qui inspire la confiance des citoyens. La SAJP et l’ONG CRADE entendent poursuivre leur partenariat avec les radios de Ménaka afin d’informer le public et approfondir leur connaissance et compréhension du système judiciaire.

 

-             Réflexion sur la problématique de la formation du personnel pénitentiaire et la création de l’Ecole nationale de formation de l’administration pénitentiaire au Mali

Les 29 et 30 septembre, le ministère de la Justice et des Droits de l’Homme (MJDH) a organisé des Journées de réflexion sur la problématique de la formation continue du personnel pénitentiaire et la création de l’Ecole nationale de formation de l’administration pénitentiaire au Mali, avec l’appui de la SAJP. Des recommandations ont été faites pour la mise en place d’un programme de formation spécifique dispensé dans une école propre à l’administration pénitentiaire. Un comité composé des représentants de la Direction nationale de l’administration pénitentiaire et des partenaires techniques et financiers a été établi pour suivre les procédures nécessaires à la création de cette école y compris l’élaboration du projet de texte à cet effet. Une trentaine de participants incluant des représentants des services centraux du MJDH et de l’Institut national de formation judiciaire ont participé à l’activité.

Ces journées ont souligné la nécessité d’améliorer la formation du personnel de l’administration pénitentiaire et de le spécialiser. Elles ont également mis en exergue l’utilité de créer une école pour l’administration pénitentiaire afin de soutenir ce mouvement de réforme de la formation.

 

Droits de l’Homme et Protection

 

On 6 October, the representative of the Governor of Ségou presided over the launching ceremony of the activities of the consultation framework (cadre de concertation) of the regions of Mopti and Ségou, composed of 10 human rights organisations. The event gathered about 60 participants (40 men and 10 women), including the Prefect of Ségou region, the President of the Council of the cercles of Ségou, the Regional Commanders of the Forces Armées Maliennes (FAMa) and the Police, as well as religious and traditional leaders, civil society partners, women's organisations, representative of the True Justice and Reconciliation Commission (TJRC) and the medias. Were also present the Political Advisor of the Embassy of Canada to Mali and a representative of the Commission Nationale des Droits de l’homme (CNDH).

3. In his opening remarks, the representative of the Governor of Ségou expressed his gratitude to MINUMSA, particularly to HRPD, for its support to civil society partners through this project. He also highlighted the human rights challenges in the central regions of the country and welcomed the initiative which according to him will contribute to reducing violence and protecting civilians. The Mayor of Ségou also

commanded HRPD for its initiative aiming at strengthening the capacity of national actors in promoting and protecting human rights and emphasized that in the context of a growing insecurity, there is need for such actors who will feel in the gap in monitoring, documenting and reporting on human rights violations and abuses. For the representative of the Commission Nationale des Droits de l’homme (CNDH), he welcomed the efforts of HRPD which are in line with the CNDH’s objective to reinforce the capacity of local organisations in order to create a synergy of actions for the promotion and protection of human rights in Mali.

4. At the ceremony, the Director of HRPD commended representatives of states authorities for their presence and their continued support to civil society organisations. He also highlighted the key role played by those organisations in promoting and protecting human rights, and provide some orientation, recommendations, and encouragement. The ceremony ended with the inauguration of the premises of the cadres de concertation by the Director of HRPD.

Observation: By honouring the ceremony with their presence, the state authorities have demonstrated their commitment to support national human rights organisations and to take part in a constructive dialogue on the issues of human rights. It is worth noting that the creation of these consultation frameworks is part of HRPD’s strategy aiming at reinforcing the capacity of national actors in promoting and protecting human rights. These “cadres de concertation”, now in place in the District of Bamako and in the regions of Mopti, Ségou and Sikasso, are composed of human rights defenders, women’s, youth and children’s rights organisations, as well as other organisations working in the area of human rights. They are expected to play an important role in monitoring the human rights situation, documenting allegations of human rights violations and abuses, and public human rights reporting.[YS1] 

 

 

From 27 September to 1 October, HRPD is conducting a field mission in Sikasso (Sikasso commune and cercle). During the mission, the human rights officers will meet with local administrative, judicial and security authorities as well as with civil society organisations and other relevant partners to discuss the security situation in Sikasso region and its impacts on human rights. They will also meet with members of the newly established cadre de concertation of Sikasso, a civil society umbrella organisation, to exchange views on

activities of monitoring and documenting of allegations of human rights violations and abuses in the region.

Observation: This mission is being conducting ahead of the launching ceremony, scheduled for 4 October in Sikasso, of HRPD-led projects aimed at formally establishing and supporting civil society umbrella organisations in the regions of Mopti, Ségou and Sikasso and in the district of Bamako. These umbrella organisations, which play a crucial role in promoting and protecting human rights throughout the country, are composed of human rights defenders, and women’s and children’s rights organisation, as well as youth, and other organisations.

 

Human Rights Due Diligence Policy (HRDDP)

On 28 September, HRPD delivered an online sensitization session on the HRDDP to 41 elements (40 men and one woman) of the poste de commandement interarmées de théâtre (PCIAT) of the G5 Sahel Joint Force (FC-G5S). The session aimed to enhance participants’ knowledge and understanding of the policy, its process, and the scope of its application. It also highlighted their role in the effective implementation of mitigation measures, devised following risk assessments, for support granted to non-UN forces.

Observation: This training was part of a pre-deployment training organized in Nouakchoutt, Mauritania, by the European Union Training Mission (EUTM) in collaboration with OHCHR’s Compliance Framework Project. This framework aims to prevent, mitigate and address international human rights and humanitarian law violations that could be committed by security forces within the context of FC-G5S operations.

Soutien aux FAMa et aux populations

 

On 7 October, MINUSMA CASEVAC-ed, on humanitarian grounds, the chief of the village Farabougou village chief from Farabougou, Dogofry commune, Niono cercle, Ségou region, to Sévaré. The seriously ill customary leader of the village, which is under blockade by extremist elements, needed emergency care.

 

On 30 September, local and security sources informed MINUSMA Gao that, on 29 September, at around 19h00, armed men stormed into Herba village, approximately 15 km south-east of Ansongo, Bourra commune, Ansongo cercle, and harassed the population. MINUSMA Force troops present in the area intervened, causing the assailants to flee.

Incidents

 

  • Today, 6 October, at around 07h00, a MINUSMA Force Sector East’s logistics convoy traveling from Tessalit to Gao, discovered an improvised explosive device (IED) or a mine near Edegare village, Tilemsi commune, Gao cercle, approximately 32 km north-east of Gao Peacekeepers secured the site,  and an explosive ordnance disposal (EOD) team embedded in the convoy defused the IED/mine at 07h35.
  • Today, 4 October 2021, MINUSMA JOC Timbuktu reported that, at 08h30, a peacekeeper traveling in a Mission’s logistics convoy, from Mopti to Timbuktu, was crushed by his truck, while filling the fuel tank of the vehicle. He died instantly. The incident occurred at the south bank of the Niger river, near the MINUSMA integrated camp in Timbuktu city.
  • Un Casque bleu de la MINUSMA est décédé le 2 octobre aujourd'hui après que son convoi a heurté un engin explosif improvisé à Tessalit, dans la région de Kidal, en début d'après-midi, quatre autres ayant été grièvement blessés.
  • On 1 October, at around 11h20, a MINUSMA Force truck, part of a Combat Convoy Company (CCC), struck an IED approximately 27 km north of Douentza, Gandamia commune, Douentza cercle and region, resulting in no casualties but in significant material damage (the vehicle had to be left behind when the convoy resumed movement at 17h00). MINUSMA Force provided air cover for the convoy.
